Digital Europe Programme 2021-2027

Established by REGULATION (EU) 2021/694 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 29 April 2021
Digital Europe Programme is the EU programme born in 2021 that aims to accelerate the recovery and drive the digital transformation of Europe.
 
Worth €7.6 billion (in current prices), the Programme is a part of the next long-term EU budget, (the Multiannual Financial Framework), and it covers 2021 to 2027. It will provide funding for projects in five crucial areas:
 
  • Specific Objective 1 - High Performance Computing
  • Specific Objective 2 - Cloud, Data and Artificial Intelligence
  • Specific Objective 3 - Cybersecurity and Trust
  • Specific Objective 4 - Advanced Digital Skills
  • Specific Objective 5 - Deployment and Best Use of Digital Capacity and Interoperability.

The Programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market - for the benefit of Europe's citizens and businesses, and in particular SMEs.
Investments under the Digital Europe programme supports the Union’s twin objectives of a green transition and digital transformation and strengthens the Union’s resilience and strategic autonomy.

 

INSIGHTS AND CALL FOR PROPOSALS

Specific Objective 1 - High Performance Computing

€2.2 BILLION for supercomputing to:

  • Build up and strengthen the EU’s supercomputing and data processing capacities by buying world-class exascale supercomputers by 2022/2023 (capable of at least a billion billion or 1018 calculations per second) and post exascale facilities by 2026/2027.
  • Increase accessibility and broaden the use of supercomputing in areas of public interest such as health, environment and security, and in industry, including small and medium-sized enterprises.

Specific Objective 2 - Cloud, Data and Artificial Intelligence

€2.1 BILLION for artificial intelligence to:

  • Invest in and open up the use of artificial intelligence by businesses and public administrations.
  • Set up a true European data space and facilitate safe access to and storage of large datasets and trustworthy and energy efficient cloud infrastructure.
  • Strengthen and support existing artificial intelligence testing and experimentation facilities in areas such as health and mobility in Member States and encourage their cooperation.

DIGITAL-2023-CLOUD-DATA-04 Cloud, Data and Artificial Intelligence - DIGIPASS - Digital Product Passport
Deadline: 26 September 2023 – 17:00:00 CEST (Brussels)
Type of action and funding rate: Simple Grants — 50% funding rate
Project budget (maximum grant amount): 6,000,000 EUR for one project.
Project duration: between 24 and 36 months
Consortium composition: Multi-beneficiary applications are mandatory. Proposals must be submitted by: minimum 5 independent applicants from 3 different eligible countries.
Background: In March 2022 the Commission adopted the ‘Ecodesign for Sustainable Products Regulation’ proposal (ESPR) which establishes the Digital Product Passport (DPP) - an information system that makes accessible on a need-to-know basis data relevant to product sustainability along their value chains. The ESPR proposal and the DPP final scope and shape has not yet been decided by the co-legislators (European Council and European Parliament) and the final specifications for DPP has not yet been finalised by the European Commission. Consequently, this Action Grant is intended to emonstrate the feasibility of the Digital Product Passport based on the current specifications of the ESPR while supporting the evolving legislative work by identifying relevant opportunities and challenges.

Specific Objective 3 - Cybersecurity and Trust

€1.6 BILLION for cybersecurity to:

  • Strengthening cybersecurity coordination between Member States tools and data infrastructures.
  • Support the wide deployment of the cybersecurity capacities across the economy.

Specific Objective 4 - Advanced Digital Skills

580 MILLION for advanced digital skills to:

  • Support the design and delivery of specialized programmes and traineeships for the future experts in key capacity areas like data and AI, cybersecurity, quantum and HPC.
  • Support the upskilling of the existing workforce through short trainings reflecting the latest developments in key capacity areas.

Advanced Digital Skills aims at supporting the excellence of EU education and training institutions in digital areas, including by encouraging their cooperation with research and businesses. The goal is to improve the capacity to nurture and attract digital talent, whilst fostering an ecosystem that will help drive innovation and digital breakthroughs. These actions contribute to reach the Digital decade target of 20 million ICT specialists employed in the economy in 2030, which include promoting the access of women to this field as well as increasing the number of ICT graduates.

Type of action and funding rate: Simple Grants - 50% funding rate
Project budget (maximum grant amount): 5,000,000 EUR for one project.
Project duration: 48 months
Consortium composition: Multi-beneficiary applications are mandatory. Proposals must be submitted by a consortium composed of a minimum 5 applicants (beneficiaries; not affiliated entities) from 5 different eligible countries.

DIGITAL-2023-SKILLS-04-BOOSTINGDIGIT - Boosting Digital Skills of young pupils, in particular girls

Type of action and funding rate: Coordination and Support Actions CSA - 100% funding rate
Project budget (maximum grant amount): 6,000,000 EUR for one project.
Project duration: 24 months
Consortium composition: Multi-beneficiary applications are mandatory. Proposals must be submitted by a consortium composed of a minimum 4 applicants (beneficiaries; not affiliated entities) from 4 different eligible countries.
Background: The ‘Boosting digital skills of young people, in particular girls’ topic aims to respond to significant digital skills gap in Europe. Most jobs nowadays require some level of digital skills and many companies struggle to find digitally skilled employees/workers. There is a pressing need to significantly step up the EU’s collective efforts to achieve the targets of the Digital Decade Policy Programme. Currently, only 54% of Europeans have basic digital skills, which is far below the 80% target. Moreover, currently there are around 9 million ICT specialists in the EU, which is far from the 20 million ICT specialists aimed for by 2030.

Specific Objective 5 - Deployment and Best Use of Digital Capacity and Interoperability

€1.1 BILLION for ensuring the wide use of digital technologies across the economy and society to:

  • Support high impact deployments in areas of public interest, such as health (complemented by EU4Health programme), Green Deal, smart communities and the cultural sector.
  • Build up and strengthen the network of European Digital Innovation Hubs, aiming to have a Hub in every region, to help companies benefit from digital opportunities.
  • Support the uptake of advanced digital and related technologies by the industry, notably small and medium-sized enterprises.
  • Support European public administrations and industry to deploy and access state of-the-art digital technologies (such as blockchain) and build trust in the digital transformation.

DIGITAL-2023-DEPLOY-04-EDMO-HUBS - European Digital Media observatory (EDMO) - National and multinational hubs
Deadline: 26 September 2023 – 17:00:00 CEST (Brussels)
Type of action and funding rate: SME Support Actions - 50% and 75% (for SMEs) funding rate
Project budget (maximum grant amount): between EUR 1,000,000 and EUR 1,300,000 per project.
Project duration: 30 months
Consortium composition: Proposals must be submitted by: minimum 2 independent applicants (beneficiaries; not affiliated entities) |  The coordinator of the consortium is established in a Member State to be covered by the hub

Background: Large-scale disinformation campaigns are a major challenge for Europe and require a coordinated response from EU countries, EU institutions, online platforms, news media and EU citizens. The Commission has developed several initiatives to tackle disinformation, including the European Digital Media Observatory (EDMO). EDMO was launched in 2020, as an independent observatory bringing together a multidisciplinary community with expertise in the field of disinformation and deploying a platform to support its work. Through the Connecting Europe Facility programme, the European  ommission has financed the first eight EDMO regional hubs which were officially announced in May 2021. In December 2022, six new EDMO hubs were established through the Digital Europe Programme. The 14 independent hubs currently cover all 27 EU Member States as well as Norway. This call aims to support the work of independent national and multinational hubs operating in geographical areas covered by previous actions for which the funding is ending at the end of 2023 and in 2024.

DIGITAL-2023-DEPLOY-04 NETWORK-OF-SICs - Network of safer Internet Centres (SICs): This call is addressed to the Safer Internet Centres (SICs). Funding will be limited to one Safer Internet
Centre per eligible country.

European Digital Innovation Hubs

An initial network of European Digital Innovation Hubs was supposed to be established during the first year of the implementation of the Programme. To this purpose each Member State designated candidate
entities in accordance with its national procedures, administrative and institutional structures through an open and competitive process. As second step the European Commission selected those entities entitled to form the initial network from those pre-selected from each Member State. The European Digital Innovation Hubs shall have substantial overall autonomy to lay down their organisation, composition, and working methods. With respect to the implementation of the Programme, European Digital Innovation Hubs shall perform the following activities to the benefit of the Union industry, in particular SMEs and mid-caps, as well as the public sector:

  • raising awareness and providing or ensuring access to digital transformation expertise, knowhow and services, including testing and experimentation facilities;
  • assisting businesses, especially SMEs and start-ups, organisations and public administrations to become more competitive and to improve their business models through use of new technologies covered by the Programme;
  • facilitating the transfer of expertise and knowhow between regions, in particular by matching SMEs, start-ups and mid-caps established in one region with European Digital Innovation Hubs established in other regions that are best suited to providing relevant services; 
  • encouraging exchanges of skills and knowledge, joint initiatives and good practices;
  • providing or ensuring access to thematic services, in particular services related to AI, HPC and cybersecurity and trust to the public administrations, public sector organisations, SMEs or mid- caps;
  • providing financial support to third parties under Specific Objective 4.
